Sealed bids for Sanitary Sewer System Improvements, CDBG Project No. 1200-23-133-PF-01 for the Town of Bude in
Franklin County, Mississippi, will be received by the Honorable Linda Green, Mayor of the Town of Bude, Mississippi,
until 10:00 A.M. local time on April 1, 2025, at the Town Hall located at 125 W Railroad Avenue, Bude, MS 39630, and shortly thereafter will be opened and publicly read. Bidders who wish to submit bids electronically in lieu of a sealed bid may submit their bid through www.dunganeng.com.  

The work involved in the project includes new pump station construction and existing pump station rehabilitation as described in the construction drawings and specifications.  

Copies of the Contract Documents are being made available via paper and digital copy.  Plan Holders are required to log-in or register for an account to view or order bid documents at www.dunganengbids.com. Documents are nonrefundable and must be purchased through the website to be on the official plan holders list. This construction project is financed by the Mississippi Development Authority, Community Incentives Division, by a Community Development Block Grant through the Small Government Public Facilities Category, 1200-23-133-PF-01 and is subject to the rules and regulations of the Housing and Community Development Act of 1974 and all amendments thereof. Neither the United States nor any departments, agencies, or employees is, or will be, a part of this Invitation for Proposals or any resulting contract.

The successful bidder must comply with Section 3 of the HUD Act of 1968 and its associated regulations (24 C.F.R., Part 75). CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses, Targeted Section 3 Workers and Section 3 Workers. 

Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs. The Town of Bude is an Equal Opportunity Employer, and hereby notifies all bidders will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, sex, national origin, age, disability, sexual preference, marital or veteran status, or any other legally protected status in consideration for an award.  

The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be prevailing for the locality in which the project is located. The contracted party must comply with the requirements of Build America, Buy America (BABA) Act, 41 USC 8301 note, and all applicable rules and notices, as may be amended, if applicable to the infrastructure project. Pursuant to HUD’s Notice, “Public Interest Phased Implementation Waiver for FY 2022 and 2023 of Build America, Buy America Provisions as Applied to Recipients of HUD Federal Financial Assistance (88 FR 17001), any funds obligated by HUD on or after the applicable listed effective dates, are submit to BABA requirements, unless excepted by a waiver.

Bid preparation will be in accordance with the Instructions to Bidders bound in the Documents.  The Town of Bude reserves the right to waive irregularities and to reject any and/or all bids.
